Without planes and ships: why the military parade was reduced in both capitals. Without planes and ships: why the military parade was reduced in both capitals Parade of warships

"Conducting a parade using military equipment“This is serious money,” says military expert Mikhail Khodarenok. “By the 70th anniversary of the Victory, such spending was justified.” In his opinion, reducing the number of equipment and personnel by 10-15% will not raise serious questions, this time the date is not an anniversary.

"Syrian" weapons

The main place in the sky over the capital on May 9 was occupied by aircraft that distinguished themselves in the Syrian campaign. Su-24 and Su-34 front-line bombers, Su-25 attack aircraft, Su-30 multipurpose fighters flew over Red Square.
The decoration of the air part of the holiday was the latest Su-35 4++ generation fighters, which showed themselves for the first time in Syria. Four such aircraft are still on combat duty at the Khmeimim base in Latakia and escort the remaining bombers during sorties.
Appeared in the sky over Moscow and strategic aviation - aircraft Tu-22, Tu-95 and Tu-160. In Syria, bombers made only 180 sorties (in total, the Russian Aerospace Forces made 9.5 thousand sorties). Nevertheless, the military departments need to show great importance such aircraft in the air grouping, Khodarenok notes.

Separately, attack helicopters that the Russian Armed Forces use in Syria flew by. Ka-52 and Mi-28N appeared in Syria after Vladimir Putin's order to withdraw troops. Since then combat vehicles managed to participate in the attack on Palmyra.

Rookies in the parade

For the first time, foot columns of the newly created Aerospace Forces (VKS) and the National Guard (Rosguard) passed through Red Square. The Aerospace Forces were represented by cadets of the Air Force Academy named after Zhukovsky and Gagarin and the Military Space Academy named after Mozhaisky. Previously, the cadets were part of the separate columns of the Air Force (Air Force) and VVKO (Aerospace Defense Troops). It was from these types of troops that the VKS were formed.

Under the banner of the Russian Guard, the Separate Operational Division of the Internal Troops of the Ministry of Internal Affairs of Russia named after F.E. Dzerzhinsky (ODON) passed. The unit, along with other parts of the Internal Troops of the Ministry of Internal Affairs, became part of the National Guard Troops in accordance with the decree of the President of Russia dated April 5, 2016.

Soldiers marched in a separate parade squad. The column included girls from the Military University of the Ministry of Defense and a branch of the Khrulev Military Academy of Material Support - the Volsky Military Institute.

There were few technical innovations at the parade. Armored vehicles "Tiger-M", which have been leading the column of modern armored vehicles for more than five years, appeared with a new combat module "Crossbow-DM". It consists of Kord (12.7 mm) and PKTM (7.62 mm) machine guns, as well as four smoke grenade launchers.

For the first time, the modernized Il-76MD-90A military transport aircraft participated in the parade. As of May 2016, six such aircraft have been produced, and only two are at the disposal of the Russian military. The cost of one copy is 3.5 billion rubles. It differs from the old versions of the IL-76 in its wing shape, powerful engines, reinforced chassis and improved electronics.

How much is spent

RUB 295.7 million - this is the total amount of tenders announced for holding ceremonial events on Red Square on the occasion of the holiday, follows from the data of the public procurement website. This figure is three times less than similar expenses last year. Then the departments spent 810 million rubles on organizing a military parade and a concert. Despite the overall savings, past tenders cost the Ministry of Defense and the Federal State Budgetary Institution "Directorate for the Operation supreme bodies authorities” (the structure of the Presidential Administration) is even more expensive than a year earlier.

The most expensive item in organizing the parade is the transportation of military personnel, participants in the parade. The initial price of the contract, which the military department was ready to pay this year, is 158.7 million rubles, the final cost of the work is not yet known. The procurement documentation states that the contractor will need to transport no more than 12 thousand people per day and use up to 300 buses for 40 seats, up to 50 minibuses for 16 seats and up to 50 executive and business class cars. The winner of the tender was the company "Financial House".
Last year, the transportation of personnel also became the most expensive item of expenditure for the parade. The winner of the tender, Albatroscargo, had to transport 3,000 more people than this year. But the payment for the contractor's services cost the department almost 32 million rubles. cheaper - 126 million rubles.

Another important column in the cost of the parade is the dispersal of clouds. This year, the cost of meteorological work amounted to 86 million rubles, this is stated in the contract on the public procurement website. The contract for the "meteorological protection of the city" GKU "Ekspertavtodor", subordinated to the department of housing and communal services, concluded on March 22. The company was going to spend the same amount on May 1, 2016.
Last year, a similar service on May 9 cost the government 107 million rubles.

In 2016, the rehearsal at the Alabino training ground near Moscow turned out to be more expensive. FSUE "Russian Broadcasting and Alert Networks" received 3.7 million rubles for the services of dubbing the rehearsal and the parade. Last year, similar work cost 300 thousand rubles. less.
The decoration of Red Square and Vasilyevsky Spusk, the installation and decoration of the stands for the guests of the parade was carried out by the Federal State Unitary Enterprise "Management for the operation of buildings of the highest authorities." The company developed the design of the square, installed stands for 5100 seats and a VIP stand for 150 seats. In addition, the company decorated the Mausoleum, Execution Ground, the building of the Historical Museum and GUM. At the end of the events, the company dismantles the scenery. The cost of services of the Federal State Unitary Enterprise "Department for the operation of buildings of higher authorities" - 47.3 million rubles.

The tender was held in the form of a purchase from a single supplier, AFP LLC, as was the case last year. But even here the amount has increased. Last year, the decoration of Red Square and Vasilyevsky Spusk cost the budget 26.1 million rubles.

Additional expenses

When holding the anniversary, the concert became one of the most expensive items in the estimate of the holiday. The concert “Roads of the Great Victory”, which began on Red Square with the passage of bikers from the Night Wolves club, cost the Presidential Administration more than 200 million rubles. Information about such spending this year has not yet been published.
Two contracts for television broadcasting and broadcasting of the parade and concert cost 108 million rubles each in 2015, they went to VGTRK and Channel One.

Souvenirs became another important item of expenditure for the 70th anniversary of the Victory. Then the government spent 43.3 million rubles. for gifts for members of foreign delegations: the parade was attended by about 30 heads of foreign states. Meals for foreign military units that participated in the parade cost 16.3 million rubles. In honor of the anniversary, units of the Armed Forces of Armenia, China, India, Serbia and other countries marched along Red Square. This year, only Nursultan Nazarbayev came to celebrate the 71st anniversary of the Victory.

Moscow without aviation

The Victory Parade on Red Square this year was held without aviation. The reason, as in the Ministry of Defense, was unsuitable weather in the capital and the region. Later, this is the press secretary of the Russian president, Dmitry Peskov. He emphasized that the order of neither the Supreme Commander-in-Chief nor the Minister of Defense was needed to cancel the air part of the parade. “There are safety conditions due to weather conditions when military aviation cannot perform its tasks,” Peskov said, noting that the cloud cover was almost 150 meters, and aircraft should not fly below 500 meters of cloud cover.

This is enough to land the planes - the airports worked as usual, Roman Vilfand, director of the Russian Hydrometeorological Center, told RBC. But such weather is not suitable for demonstration flights, he said. “The plane would just go into the clouds, nothing would be visible. If the clouds were of the middle tier - at a height of 3 km, then it would be possible to make those figures that were supposed to be, ”explained the director of the Hydrometeorological Center of Russia.

On March 23, 2017, a tender worth 293.6 million rubles was posted on the public procurement website. for "performance of work on weather protection of Moscow" on May 1, May 9 and June 12. About 98 million rubles. was assigned to ensure a cloudless sky over Moscow on Victory Day. The customer of the work is Expertavtodor, the contractor is the Agency of Atmospheric Technologies. On May 9, RBC was unable to contact her; the company did not answer phone calls.

The impact on clouds, their dehydration by spraying reagents leads to a decrease in the intensity of precipitation, Vilfand noted. “Such operations were carried out, the intensity of precipitation was reduced. But no one set the task of creating a clear sky. This is impossible. Especially under the condition of the synoptic process that was, ”he stated. On the eve of May 8, it was raining and sleet in the capital.

Technically, aircraft could fly over Red Square, pilot says civil aviation Aeroflot, former military pilot Vitaly Sokolovsky. At the moment, the Russian Aerospace Forces have the necessary training and full equipment for flights in any weather conditions, he noted.

“There are special devices and systems that allow you to do this. But still, the confidence was 99%,” Sokolovsky said. “With such visibility, one should not forget about 1%, which accounts for disasters and emergency situations.”

Given that the flights were supposed to take place over a densely populated area, the authorities did not take risks and reasonably canceled the air part of the parade, said the head of the flight test complex of the Flight Research Institute. Gromova, Honored Pilot of Russia Boris Barsukov. In order to fly over Red Square, the pilots would have to “break through” the clouds on the descent, he pointed out. “Everything could happen in such conditions, including collisions of aircraft, so they would go in a fairly dense battle formation,” Barsukov said. According to the pilot, on May 9 there were powerful fronts of the cyclone, and the fact that during the parade itself it was possible to ensure the absence of precipitation is already an achievement.

That the aviation part of the Victory Parade in Moscow will be represented by 17 helicopters and 55 aircraft, including the Tu-160 and Tu-95MS strategic missile carriers, as well as the MiG-31 supersonic fighter-interceptor. A demonstration of Ka-52 attack helicopters was planned, which, according to the head of the Main Operational Directorate of the General Staff, Sergei Rudsky, played a decisive role in the second liberation of Palmyra. The performance of the aerobatic team "Russian Knights" was also planned. In conclusion, six Su-25BM attack aircraft were supposed to paint the sky over Red Square in the colors of the Russian tricolor.

At the same time, the cost of aviation kerosene, which would have been spent during the parade, amounted to about 14 million rubles.

Petersburg without ships

In St. Petersburg, the Victory Parade also did not go according to plan - the participation of warships was canceled, Interfax reported. Earlier it was assumed that more than ten ships of the Baltic and Leningrad naval bases of the fleet would take part in the celebrations in the Neva water area. The Ministry of Defense has not yet commented on the cancellation of the naval part of the parade in St. Petersburg. RBC is awaiting an official response to its request.

The Petersburg edition of "Fontanka" that the ships of the Baltic Fleet entered the waters of the Neva on May 3, but left it three days later. The reason allegedly was the American destroyer USS Carney, which entered the Gulf of Gdansk, which may carry Tomahawk cruise missiles, the publication claimed. An unnamed Baltic Fleet officer told Fontanka that dispersing ships at sea is a common tactic. navy in the event of a threat of a sudden missile strike.

RBC's source in the Ministry of Defense called this explanation "nonsense". However, when asked why the ships did not appear in St. Petersburg on May 9, the interlocutor found it difficult to answer. “It was decided to return them, and that’s it. Why, I don't know, but it has nothing to do with the American destroyer. We would not transfer all our forces for the sake of one ship, ”he said.

According to Fontanka, the government of St. Petersburg spent about 4 million rubles on the preparation of the naval part of the parade. The money was used to install mooring barrels for ships in the Neva and to pay for extracurricular work of port services for the night placement of ships in the Neva on May 3.

If the decision to cancel the naval parade in St. Petersburg on May 9 was made because of an American destroyer approaching the internal waters of Russia, then most likely “it was the decision of a non-military person,” military expert Vladimir Shcherbakov believes. He also noted that weather conditions could hardly have played a decisive role, since they could only affect the "visual perception of the spectacle."

The editor-in-chief of the Arsenal of the Fatherland magazine, retired colonel Viktor Murakhovsky, also does not believe that the naval part of the parade in St. Petersburg was canceled because of the American destroyer. In his opinion, this may be due to the actions of the Russian armed forces in Syria.

We are talking about the concentration of the ship grouping in the Eastern Mediterranean, admitted Murakhovsky. “This is necessary, first of all, in order to deter provocations aimed at disrupting the process that Russia, Iran and Turkey provide in Syria,” the military expert concluded.

The parade in honor of the 72nd anniversary of the Victory in the Great Patriotic War was held this year in 28 cities of Russia, the Ministry of Defense reported. More than 90 thousand servicemen took part in it. The parade in Moscow was the largest - more than 10 thousand military personnel and 114 units of ground military equipment took part in it. In St. Petersburg, more than four thousand people, 96 units of military equipment and more than 40 aircraft were involved in the celebration.

On May 9, 2018, St. Petersburg, together with the whole country, will celebrate the 73rd anniversary of Victory Day. On this day, residents and guests of the northern capital traditionally expect an extensive festive program, the most striking events of which will be: a parade with the passage of ground equipment, aviation and fleet. There will also be an Immortal Regiment procession, hundreds of other events, and the holiday will end on May 9 with fireworks.

Nearest metro:

  • Nevsky Prospekt (812 meters)

Parade of warships along the Neva

The start of the parade of warships is also scheduled for 10:00.

This year, naval equipment is participating in the parade. The city administration reports that seven warships of the Baltic Fleet will pass along the Neva on that day.

It is planned that the spectators of the parade will be able to choose where to watch the action - directly on the Palace Square, or from the city's embankments. It is better to watch the parade of warships from the Universitetskaya embankment and the Lieutenant Schmidt embankment on Vasilyevsky Island, as well as from the opposite side of the Neva.
