Oleg Osobenkov

Colonel General. Graduated from the Faculty of International economic relations MGIMO. In the state security bodies since 1969. He headed the Department of Analysis, Forecast and Strategic Planning, since 1996 he served as State Secretary of the FSB of Russia.

In 1999, Oleg Osobenkov was appointed Deputy General Director, Head of the Personnel Department of Aeroflot. He was on the board of the airline. It is believed that Obenkov's task was to rid the company of the influence of Boris Berezovsky. Osobenkov was removed from the board of Aeroflot in 2005.

Yuri Kobaladze

Major General. Graduated from the Faculty of International Journalism of MGIMO. Since 1972, he worked in the first main department of the KGB of the USSR (foreign intelligence). As a journalist, he traveled to the UK, Malta, the USA, France. In 1991, he headed the press bureau of the Foreign Intelligence Service, and for six months he was deputy general director of ITAR-TASS.

In September 1999, Kobaladze became the managing director of the Renaissance Capital investment company. From 2007 to 2012, he was Managing Director for Corporate Affairs, Advisor to the Chairman of the Board of X5 Retail Group. Since 2012, he has been a consultant at UBS investment bank.

Alexander Zdanovich

Lieutenant general. Graduated from the Higher School of the KGB. In the state security bodies since 1972. He served in military counterintelligence, in the center of public relations of the FSB. In February 1996, he became acting head of the TsOS FSB. In November 1999 he was appointed head of the Department of Assistance Programs of the FSB.

From 2002 to 2012 - Deputy Chairman of the All-Russian State Television and Radio Broadcasting Company for security issues. From 2012 to 2014 - Advisor to the General Director of the All-Russian State Television and Radio Broadcasting Company.

Yuri Yakovlev

Army General. In 1975 he graduated from the Moscow Engineering Physics Institute with a degree in Experimental Nuclear Physics. In the state security bodies since 1976. In 2008, he headed the economic security service of the FSB.

In July 2016, Russian President Vladimir Putin fired him. Two months later, Yakovlev was appointed deputy director general of Rosatom for state policy in the field of security in the use of atomic energy for defense purposes.

Oleg Feoktistov

FSB General. Graduated from the FSB Academy. Since 2004, he headed the 6th service of the Internal Security Directorate of the FSB, responsible for the operational support of criminal cases, deputy head of the Internal Security Directorate of the FSB.

In September 2016, he was appointed head of Rosneft's security service and joined the company's board. On March 10, Rosneft President Igor Sechin confirmed that Feoktistov had left the company. “This is correct information, he returned to the service,” Sechin said.

Until recently, on the orders of the country's most powerful and secretive security official, Oleg Feoktistov, governors, big businessmen, and even the minister economic development, searched the head of the customs service, a colleague of Vladimir Putin, and as a warning they showed a frightened man with boxes of money on all channels.

And now the FSB general, who is waiting for his pension, can himself be summoned to court as an ordinary witness and shown on all channels.

When it became known that the president was about to send the almighty general into retirement, we again went (we will tell about the first trip a little later) to Oleg Feoktistov in the village of Yabedino near Istra to talk. According to Rosreestr, in this village he owns a land plot with a total area of ​​​​2100 square meters. m, a residential building (110 sq. m) and a bathhouse. The FSB general spent his childhood and youth here, and his mother and father are buried in the local cemetery. From here, after graduating from school, Feoktistov went with his twin brother to study as a paramedic, and then served as a border guard in Karelia.

Feoktistov's house is quite modest for the generals of the FSB, FSO or the Ministry of Internal Affairs of this magnitude. There is another one on the property wooden house a smaller one, for some reason not included in Rosreestr (daughter Lydia and her children come to it for the weekend), there are several outbuildings and a pond.

As the TsUR found out, in 2006, when General Feoktistov was already in charge of the 6th service of the FSB CSS, his brother Igor was the chief security officer of Arbat & Co LLC (managed the Arbat Prestige perfume and cosmetic stores) and, according to information about the income of individuals , earned 315 thousand rubles.

In January 2008, Vladimir Nekrasov, the founder of the Arbat Prestige holding company, and his partner, a reputable businessman Sergei Schneider (aka Semyon Mogilevich, in 2009 entered the top 10 most wanted by the FBI of criminals), were arrested on charges of tax evasion on 115 million rubles. After that, the largest perfume chain started having problems with payments. The holding, which owed more than 5.3 billion rubles to banks and suppliers, began to close stores and initiated the bankruptcy of all its structures.

The Arbitration Court declared illegal the tax claims referred to by the investigation. In 2011, the criminal case was terminated due to the lack of corpus delicti. By this time, Arbat Prestige managed to pay off its creditors, but Vladimir Nekrasov lost his assets in the amount of $1.5 billion, and the holding went bankrupt.

Now Igor Feoktistov, who, unlike his brother, went through the security line, works as the director of internal control at PJSC Federal Grid Company of the Unified Energy System. An interesting detail that demonstrates Putin's system of checks and balances: the chairman of the board of PJSC FGC UES is Andrey Murov, the son of the former long-term director of the FSO, Evgeny Murov, whose resignation is associated with the development of the "Sechin special forces".

While we were talking with Feoktistov's brother, and then with our neighbor Vera, who has known the twins since early childhood, someone was behind the general's fence. But then we did not know about it.

Sechin's eyes and ears

While serving in the Kalevala border detachment, Oleg Feoktistov became friends with a special forces soldier of the KGB military counterintelligence, Sergei Shishin, who later became the head of the FSB Internal Security Service, and then the head of the FSB Economic Support Service. The order bearer Shishin went through several hot spots and, bypassing the then director of the FSB, Nikolai Patrushev, went directly with reports to the deputy head of the presidential administration, Igor Sechin, who at that time was in charge of all Russian law enforcement agencies.

In early 2003, Sechin instructed Shishin to create a special unit with the broadest powers in the structure of the central apparatus of the FSB. Soon the 6th Service of the CSS of the FSB appeared, nicknamed on the Lubyanka "Sechin's special forces." Oleg Feoktistov, who headed the "six", was engaged in the direct selection of employees. The backbone of the service was made up of Alfa and Vympel fighters, as well as natives of Sochi, where Shishin once headed the city department of the FSB.

The most honorary employee of counterintelligence, Colonel-General Shishin, in 2007, after a series of high-profile scandals with the supply of Chinese contraband to the FSB warehouse in the Moscow region (military unit 54729), in which high-ranking “lampasniks” from Lubyanka appeared, was seconded to VTB Bank, where he currently serving as Senior Vice President. In his spare time from his main job, he participates in the life of the Supervisory Board of RRDB, the backbone bank of Rosneft (whose board of directors he was a member of in 2011-2013) and the board of directors of RusHydro. In 2008, Shishin and I met at the VTB office on Novoslobodskaya Street, and the general said that he had nothing to do with Chinese smuggling and left the service voluntarily.

Be that as it may, the eyes and ears of Igor Sechin in the Lubyanka were Feoktistov, who rose to the rank of first deputy chief of the FSB CSS, and his colleague from the Kalevalsk border detachment Ivan Tkachev, who later became the commander of the Six.

Subsequently, in opposition to the “Sechinite” Feoktistov, Sergei Korolev, who is attributed to the team of former Prime Minister Viktor Zubkov, was appointed head of the FSB FSB.

“We called Igor Ivanovich (Sechin) the Pope, and Oleg Vladimirovich - Batya,” the fighter of the “six” told the correspondent of the TsUR. - Our Korolev was something like a wedding general, and all commands for operational development came only from Feoktistov.

The first mention of "Sechin's special forces" appeared during the scandalous epic with the Yukos oil company. His fighters blocked the guards of businessmen, broke down the doors of offices and during the searches guarded the investigators of the prosecutor's office.

Since then, the name of General Feoktistov has become associated with high-profile arrests of high-ranking officials or businessmen. Be it the searches at the Cherkizovsky market of Telman Ismailov, the case of FSKN General Alexander Bulbov, the story of prosecutors near Moscow who protected underground gambling clubs, the case of General Denis Sugrobov of the GUEBiPK of the Ministry of Internal Affairs, or the detention of the Governor of the Kirov Region Nikita Belykh.

“Oleg Vladimirovich had direct access to the president,” a source in the FSB said. - But he always reported in the presence of FSB director Alexander Bortnikov.

Already being vice president and head of the security service of Rosneft, Oleg Feoktistov personally led a special operation to detain the head of the Ministry of Economic Development, Alexei Ulyukaev.

Seconded General

Feoktistov's unexpected transfer from the FSB CSS to Rosneft was preceded by several key reshuffles at the Lubyanka and high-profile events at the Baltic customs. According to the main version, Feoktistov was removed from the FSB after searches at the home of Putin's colleague in the KGB, the head of the Federal Customs Service (FCS) Andrey Belyaninov, who, under the operational pseudonym Belyash, was being developed by the "six" for about two years.

Everyone expected that it was about to be closed in Matrosskaya Tishina, but the “light out” command came from the Kremlin. As an employee of the "six" said, during the search he clashed with the head of Belyaninov's security, Franz Avgustinovich:

- Belyash has been guarded by Franz for a long time. He used to run with us as a sniper in the mountains. About two years ago there was a fight with him in a restaurant, and then they met again. I told him: “Why didn’t you knock on Belyash?”, And he responded with a swear word. In short, they almost collapsed on the floor again. But the coolest thing is that the money and valuables seized during the search turned out to be declared in advance and everything came together penny for penny. Belyash is a competent financier from intelligence, in the 90s he steered two banks (REA-bank and Novikombank. - TsUR), through which the money of the residency passed, and there were no questions for him.

Belyaninov was followed by the resignation of long-time enemies of the KGB specialty, who were considered untouchables: the head of the Economic Security Service (counterintelligence in the credit and financial sphere) of the FSB, Yuri Yakovlev, and the head of the “K” Department of the SEB of the FSB, Viktor Voronin (a defendant on the Magnitsky list).

According to some reports, the reason for the resignations of the generals was a loud scandal related to the detention in November 2015 at Pulkovo airport of 35,000 contraband iPhones and iPads and 15,000 Lenovo A560 smartphones.

Searches and arrests of businessmen associated with the supply of contraband electronics began. According to investigators, an operative undertook to resolve the situation with the arrested goods important matters for Combating Customs Crimes of the Main Directorate for Combating Smuggling of the Federal Customs Service Pavel Smolyarchuk. As it turned out later, Smolyarchuk's sister was the wife of the direct curator of the St. Petersburg customs, the head of the 7th department of the Directorate "K" of the SEB FSB, Vadim Uvarov.

The “six” was engaged in operational support of the criminal case, and its materials formed the report to the president, who, by his decree, dismissed generals Yakovlev and Voronin from the SEB FSB. The vacated chairs were immediately taken by the "wedding general" from the FSB CSS Sergei Korolev, who replaced Yakovlev, and the head of the "six" Ivan Tkachev, who entered Voronin's office.

And Feoktistov, instead of the expected promotion to the head of the whole person, was transferred to the office of seconded FSB officers. A month later, he ended up at Rosneft. He was the head of the oil company's security service for less than six months, but managed to visit with Igor Sechin at the opening of a monument to Hugo Chavez in Venezuela, at negotiations in Indonesia and Egypt.

And then there was a story with the arrest of Minister Ulyukaev.

- Kostin from VTB, together with Feoktistov, came to Putin and reported that Ulyukaev was hinting at some kind of bonus for the privatization of Bashneft (before the arrest, Kostin and Ulyukaev were close friends, the role of the banker in the story of transferring money to the minister is still not clear. - TsUR), — said the fighter of the “six”. - Putin has evaded a direct answer - like decide for yourself. Then Sechin said that he takes full responsibility. And our general turned out to be extreme.

According to our sources, VTB also allocated $ 2 million from the cash desk to Sechin for an “operational experiment” on the minister. In practice, this happens like this: after the victims submit an application for extorting a bribe, an operational file is opened and the FSB (or the Ministry of Internal Affairs) officially applies to a "friendly" bank with a request to provide the necessary amount. It happens that criminals, having deceived operatives, leave with money, therefore, in such experiments, a “doll” is mainly used, partially stuffed with paper.

In the case of Ulyukaev, the dollars were real. The experiment was carried out by employees of the Directorate "K" (counterintelligence support of the credit and financial system) of the SEB FSB, which by that time had already been headed by Feoktistov's friend and subordinate in the "Sechin special forces", and then their leader Ivan Tkachev. As it became known from the materials of the Ulyukaev case, on November 1, in one of the offices on Lubyanka, $ 2 million in cash in bundles of hundred-dollar bills began to be rewritten, packaged in plastic bags and packed in a large brown bag. The surfaces of all items, including the handles of the bag, the lock and the wicker keychain, were treated with a special composition. It took almost two weeks to list 20,000 banknotes.

On March 7, 2017, the media reported about the departure of the seconded special officer from Rosneft. Meanwhile, the forthcoming resignation of General Fix was discussed at the end of February, when his name was not among the employees of the oil company presented for state awards. According to Presidential Decree No. 95 dated March 1, 2017, "For a great contribution to the development of the country's economy, strengthening Russia's position in the global oil industry and successfully solving problems to improve the investment climate in the Russian Federation" Orders of Honor and "For Merit to the Fatherland" 2nd degrees were awarded to 12 top managers of Rosneft. Although, according to our source in Rosneft, the general's name appeared on the list, but at the very last moment it was crossed out. Information about the departure of Feoktistov from Rosneft was also confirmed by Igor Sechin, who said that the general was returning to military service. According to some reports, they planned to appoint him head of the FSB Directorate "P" (engaged in counterintelligence support for industrial enterprises), but something did not work out.

In March we came to Yabedino for the first time. The owner of the house was not there, but three people came out of the neighboring houses, one with a chopper in his hands. While the two were calling somewhere, and then renting our car, a man with a chopper began to "interrogate". Having learned about the purpose of our visit to the village, he said:

- You see, Oleg Vladimirovich does not need publicity now and you can harm him. Get out of here.

As we found out later, Georgy Filippov, the owner of the Greenite auto pawnshop, acted as the "investigator" and built the largest house in Yabedino for his daughter.

Aces from the "six"

Over the years of service in the Chekist specialty, Oleg Feoktistov has made many enemies for himself on Staraya Square, his native Lubyanka, in the FSO, the Prosecutor General's Office and the Ministry of Internal Affairs. The inspection bodies read anonymous letters on Fix and his people. They told how the general was holding all the Moscow judges in his fist, his brother was attached to the authoritative businessman Mogilevich in Arbat-Prestige, and his subordinates were having noisy parties in the Shield and Sword restaurant on Lubyanka (now the owner of the restaurant, Konstantin Piskarev, has been arrested for organizing 18 contract killings. - TsUR), and then they drive around Moscow drunk and send traffic cops.

However, in the "Sechin special forces" blue driving was not considered a special sin, and Feoktistov himself ran into traffic cops. So, according to the traffic police database, on February 2, 2002, Oleg Feoktistov in his Mazda was stopped by inspectors of the 5th department of the traffic police in Moscow, who recorded in the protocol “driving a vehicle by a driver who is in a state of intoxication.” The administrative material was sent to the Moscow commandant's office, and then ended up on the table of the "patron" Shishin. The case ended happily - with a fine.

The media also often got compromising information on the general. For example, an anonymous person sent a message to several editorial offices at once that Feoktistov had illegally received a land plot in the same Istra district. According to Rosreestr, the owner of the plot in the Dachny Ostrovok DNP in the village of Podporino with a total area of ​​1305 sq. m Feoktistov became in 2012, and several generals from the central apparatus of the FSB and relatives of close friends of Putin turned out to be neighbors.

In the neighborhood with the general, the head of the Federal Security Service for Moscow and the region, a native of St. Petersburg Alexei Dorofeev (a protege of the head of the Security Council Nikolai Patrushev), received 13 acres. As you know, in 2006, after the riots in Kondopoga, General Dorofeev was removed from the post of head of the FSB in Karelia and for a long time he was in the reserve. In 2012, the general headed the capital's Chekists, and the former chief, Viktor Zakharov, after a series of publications about his daughter's American husband, went to the office of Mayor Sergei Sobyanin.

Nearby, they gave a plot to Dorofeev’s assistant, a native of St. Petersburg, FSB Colonel Marat Medoev, who is called the chief curator of Rosreestr. In "Dachny Ostrovka" the former head of the "M" Department of the FSB, Vladimir Kryuchkov, who now holds the position of deputy head of the control department of the FSB, and the former head of the CSS of the Russian customs, Igor Zavrazhny, received allotments. A few years ago, Zavrazhny was intensively developed by Feoktistov, and on January 19, 2010, the customs officer was relieved of his post.

Feoktistov's former colleague in Sechin's special forces, Deputy Chief of the FSB Directorate of Security, Nail Mukhitov, who later moved to Rosneft, also ended up on the "island". From 2012 to 2015, Major General Mukhitov, in the rank of seconded officer of the FSB, headed the security service of Rosneft, but after scandalous publications about extortion and extortion by his subordinates from the suppliers of the oil company, he resigned and now works in the office of Security Council Secretary Nikolai Patrushev.

In 2009, a native of Leningrad, Elizaveta Molchanova, the wife of ex-senator of the Federation Council from the Leningrad Region, billionaire and founder of the LSR group Andrei Molchanov, appeared among the members of the Dachny Ostrovok DNP. Moreover, Mrs. Molchanova not only joined the DNP, but became the new owner of the plots previously owned by Chekists Vladimir Kryuchkov and Marat Medoev, while Alexei Dorofeev and former customs officer Igor Zavrazhny sold their 13 acres to LSR top managers.

The father of the founder of the LSR group Andrei Molchanov is 65-year-old Yuri Molchanov, who from 1987 to 1999 worked as the vice-rector of the Leningrad State University for educational work with foreign students. Vladimir Putin was listed as his assistant after his dismissal from the KGB. Leaving Leningrad State University, Mr. Molchanov took the chair of the vice-governor of St. Petersburg, and then moved to the position of senior vice president of VTB.

In the administration of the Istra district, the TsUR was informed that the land for the Dachny Ostrov NPP was allocated legally - in response to a letter from the FSB with a request to help war veterans with real estate.

The next day after the trip to Yabedino, we analyzed the shooting from the copter. When zoomed in (see video), we noticed that there was someone behind the fence of General Feoktistov's dacha while we were talking with his brother and neighbors. And then this someone went into the house. It was not possible to establish whether it was Feoktistov himself, or one of his acquaintances. But if he did, then his brisk gait did not betray a person who, according to Novaya Gazeta, had just experienced a hypertensive crisis, having learned about retirement. The information that Feoktistov is alive and well was confirmed by his neighbors.

Two years ago, celebrating his fiftieth birthday in a narrow circle, Oleg Feoktistov suddenly announced that when he retired, he would write his memoirs. A deathly silence hung over the table. The general smiled and continued, "Just make sure the family is safe first."

When the retired general sits down to write his memoirs, the family will probably live on the income from his wife Lyudmila's business, which has always depended on government contracts. She once worked at the FSB hospital, and in 2012 she founded CJSC Medtech-Progress, which in 2012-2016 won government contracts for the supply of medical equipment totaling 1.73 billion rubles. In 2014, the Cypriot offshore Tekori Investments limited and NP Promtekhnologii LLC became the new shareholders of the company, but Feoktistova continued to manage it until mid-2016. Since mid-2016, close public attention has been riveted to high-profile media publications about large-scale purges in the central office of the FSB. In particular, the readership was excited by the information that FSB General Oleg Feoktistov (a biography is offered in the article) lost his office. The former First Deputy Head of the CSS (Department of Internal Security), General Feoktistov, known in certain circles as General Fix, Fikus or Oleg-Bolshoy, since 2004 directly headed the 6th Service of the CSS, which was in charge of providing operational support for criminal cases.

Why did they "roll" General Fix?

Prior to his appointment to this position, Oleg Feoktistov, an FSB general (photo above), headed the 6th Service for almost five years and was such an influential figure that Lubyanka employees allowed themselves to mention him only in a whisper. More than once, well-wishers attempted to compromise the general: Internet sites specializing in “leaks” from the special services periodically published notes saying that Feoktistov allegedly has all Moscow judges in his fist, and his subordinates can drunkenly drive around the capital and send away from the cops.

In 2011, in opposition to FSB General Oleg Feoktistov (see the biography below), Sergei Korolev, an adviser to Anatoly Serdyukov, who at that time was the acting Minister of Defense, was appointed head of the “special” organization. In 2015, a close friend of Belousov, businessman Sergey Plastinin, whose business has never been connected with hydro generation or energy in general, became an adviser to the new head of RusHydro.

The extremely tense relationship between Belousov and Sechin is no secret to insiders. It is known that the arrest of Ulyukaev caused almost a public hysteria in Belousov, because he had every reason to believe that he was in the circuit of persons who were the object of interest in the case of the former minister. Larisa Kalanda is generally considered in Transneft to be Belousov's man. Steady contact was established even when she was the state secretary of Rosneft and the general director of Rosneftegaz. Now these contacts turned out to be very useful. Using them, "offended" in the absence of proper control from the head of Transneft, Nikolai Tokarev, managed to create a wave of negativity against Oleg Feoktistov and Igor Demin and achieve their dismissal from Rosneft. In their circle, they say that "Sechin does not have long left" and soon the entire leadership of Rosneft will be dispersed, since such forces are involved in the work and that Sechin's obstinacy, unwillingness to compromise, to put it mildly, is not his defense.

FSB General Oleg Feoktistov, who left the post of vice president of Rosneft and head of the security service of the oil company, became a contender for the post of deputy head of the economic security service (SEB) of the FSB. RBC was told about this by two interlocutors close to the leadership of the special services. According to two other sources in the FSB, this option is possible.

RBC is awaiting a response from the public relations center of the FSB. Presidential press secretary Dmitry Peskov did not answer RBC's question at the time of publication of the text. It is the head of state who signs the decrees on the appointment of the leadership of the special service.

Feoktistov worked in an oil company as a seconded employee of the special services, two interlocutors of RBC, close to the leadership of the FSB, told. On March 7, she announced the resignation of the general, without specifying why this happened. March 10, Feoktistov, indicating that he "returned to military service." As a result, the CSS was headed by the former head of the 2nd management service, Alexei Komkov, and the former head of the 1st FSB service, Anatoly Filippov, became his first deputy.

If now Feoktistov is appointed to the economic security service, then he will become a "counterweight for Korolev," a RBC source in the FSB believes. At the same time, the current deputy head of the SEB, Andrei Krutov, can go on an increase, another interlocutor of RBC in the FSB does not exclude.
