Because the second half of the speech was devoted to the preparation of a military confrontation with the West, primarily with the United States. Putin spoke about not one, but several types of superweapons developed and supposedly already sent into mass production, which surpasses everything that other members of the nuclear club possess. According to him, Moscow is creating a new heavy missile, the Sarmat, which has no range restrictions at all: it can reach its target (obviously, US territory) both through the North and South Poles. But this 200-ton rocket, capable of delivering a dozen and a half nuclear warheads to the target, is sheer nonsense compared to another top-secret novelty.

Russia, it turns out, has created a cruise missile with a nuclear power plant, which again allows it to fly to any distance, change the route, use the terrain. And the Kinzhal hypersonic missile has already been created, which flies at a speed 10 times the speed of sound over a distance of over 2,000 kilometers, while maneuvering at all stages of flight. The complexes equipped with this missile, Putin said, have already taken up experimental combat duty in the Southern Military District. Russia also has other Avangard hypersonic cruise missiles, which the president enthused about flying in a kind of "cocoon" of plasma.

In addition, according to Putin, tests have been completed of unmanned underwater vehicles equipped with, again, unprecedented nuclear power plants, which are hundreds of times superior to those installed on existing submarines. And these underwater drones, capable of carrying super-powerful nuclear weapons, can destroy both aircraft carrier groups and infrastructure on the coast of the “potential enemy”. And then there are combat lasers, such as engineer Putin's hyperboloids. All this militaristic fantasy was accompanied by cartoons (learned from Kim Jong-un), in which rockets from different ends fly in a clear direction. The audience was indescribably delighted. I suspect that the TV channels will plunge into the same enthusiasm the subordinate population, to whom the Supreme Commander-in-Chief proposed to come up with names for our superweapon.

It is unlikely that those who are in a militaristic hype asked themselves a simple question: why in the first part of his speech did Putin talk about the danger of Russia's technological backwardness, if the country has already made several unprecedented technological breakthroughs? In particular, she created a nuclear power plant for an aircraft. You can live on this alone for the next twenty years, spending as much as you like on medicine and education ...

One way or another, it’s clear: the main goal of Putin’s pre-election Address was to disperse a new wave of militaristic enthusiasm (we can destroy everyone) and thereby close all the unpleasant questions about Russian poverty and about the defeat of the column of mercenaries in Syria perpetrated by the Americans. It is possible that Putin's escapades are compensation for the Syrian shame. It is likely that this is now such a manner of conducting foreign policy - love me, otherwise you will hit the ladies in the face. If so, it's time for Mr. Lavrov, along with all his employees, to become subordinate to General of the Army Shoigu. No wonder Vladimir Putin promised his Western "partners" to inform them about Russia's new military capabilities. An excellent occupation for Russian diplomats is to engage in intimidation.
